Preheat oven to 375°F.
Lightly steam broccoli for 2–3 minutes until bright green and slightly tender.
In a saucepan, heat heavy cream and cream cheese over medium heat until smooth.
Stir in cheddar, mozzarella, garlic powder, onion powder, salt, and pepper.
In a large bowl, combine shredded chicken, broccoli, and the cheese sauce.
Transfer mixture to a greased baking dish.
Top with additional cheddar cheese.
Bake 20–25 minutes until hot and bubbly.
Optional: top with crispy bacon or parsley before serving.
